My case study is on the Tri-City Oil Conservationists,Inc in Temple Terrace, Hillsborough County, Fl, a heating oil business. This facility acted as a waste oil storage and distribution center.
In 1982, 3,000 gallons of oil was spilled after the owners failed to clean this spill. It cause the FDER to get involved. An estimated 35 people were served by nine private wells and lived within a block of the spill. The site is within 3,000 feet of the Hillsborough River and within 3 miles of the public well field serving a community of 16,000 resident.
Elevated levels of lead were found in initial sampling of the groundwater. They had to get the EPA to remove the bulk of the oil and later remove contaminated soil. The removal of the contaminated soil and sludge in 1984 has eliminated the threats to human health and the environment . The owner of this company went into bankruptcy due to the lack of professional actions in this situation. In conclusion, they tested the soil, groundwater, and sediment and it showed the source of contamination was removed.
